Philip Morris International Inc. (NYSE:PM) is significantly increasing its investment in U.S. nicotine pouch production, announcing plans to commit $1.2 billion to its manufacturing facility in Aurora, Colorado, by 2028.

The revised investment doubles the $600 million the company pledged in 2024 and reflects growing demand for smoke-free nicotine products.

Zyn production ramps up amid rising competition

The Aurora facility, located just outside Denver, has recently begun manufacturing operations and will play a key role in expanding production of Zyn nicotine pouches.

Philip Morris is strengthening its manufacturing footprint as competition intensifies in the nicotine pouch market, where rival products such as British American Tobacco Plc’s Velo Plus are seeking to gain market share.

Smoke-free products remain a strategic priority

Zyn has become a cornerstone of Philip Morris’ strategy to reduce its reliance on traditional cigarettes as consumers increasingly shift toward smoke-free alternatives.

Although the brand continues to lead the nicotine pouch segment, new products entering the market have increased competitive pressure.

The expanded Colorado facility will support higher production volumes of Zyn Ultra, the latest version of the product introduced in the United States in June.

New product designed for evolving consumer preferences

Zyn Ultra offers a softer pouch design and higher nicotine strength, features intended to meet changing consumer demand.

It is the first major update to the Zyn product line since the original version was introduced a decade ago, with Philip Morris delaying new product launches while awaiting approval from the U.S. Food and Drug Administration.

Beyond supplying the U.S. market, the Aurora manufacturing campus will also produce Zyn products for export to customers across Asia, Latin America and the Caribbean, supporting the company’s broader international expansion plans.
