Market cap weighted indexes were created to reflect the market, or a specific segment of the market, and the ETF industry has traditionally been dominated by products based on this strategy.
Because market cap weighted indexes provide a low-cost, convenient, and transparent way of replicating market returns, they work well for investors who believe in market efficiency.
There are some investors, though, who think it's possible to beat the market with great stock selection; this group likely invests in another class of funds known as smart beta, which track non-cap weighted strategies.

The OShares U.S. Small-Cap Quality Dividend Index is designed to reflect the performance of publicly-listed small-capitalization dividend-paying issuers in the United States exhibiting high quality, low volatility and high dividend yields.
Cost & Other Expenses
Expense ratios are an important factor in the return of an ETF and in the long-term, cheaper funds can significantly outperform their more expensive cousins, other things remaining the same.
Annual operating expenses for OUSM are 0.48%, which makes it on par with most peer products in the space.

The ETF return is roughly 2.36% and it's up approximately 0.28% so far this year and in the past one year (as of 10/29/2025), respectively. OUSM has traded between $37.73 and $47.20 during this last 52-week period.
The ETF has a beta of 0.96 and standard deviation of 15.65% for the trailing three-year period. With about 113 holdings, it effectively diversifies company-specific risk .
