Circle Internet Shares Fall 4.7% Ahead of Senate Vote on Crypto Legislation

Circle Internet Group (NYSE:CRCL) shares fell 4.7% to $92.81 in premarket trading on Tuesday ahead of a scheduled US Senate procedural vote on the Digital Asset Market Clarity Act.

The decline followed Monday’s closing price of $97.42. The Senate is scheduled to hold a cloture vote at 2:15 p.m. ET, with 60 votes required for the legislation to advance.

The proposed legislation would establish a regulatory framework for digital assets, including provisions affecting stablecoins.

CLARITY Act Provisions Remain in Focus

Circle shares had gained approximately 4% on September 14 after Senate Republicans released revised text of the legislation.

According to the supplied information, outstanding areas of disagreement include ethics provisions, liability for decentralised finance developers and restrictions related to stablecoin yields.

The stablecoin provisions are particularly relevant to Circle because reserve income represents a significant component of its business model.

Prediction-market odds for passage of the legislation have declined from above 80% earlier in 2026 to approximately 16%, according to the supplied data. Prediction-market probabilities can change rapidly and do not determine the outcome of the Senate vote.

Goldman Sachs Raises Circle Price Target to $92

Separately, Goldman Sachs raised its price target on Circle to $92 while maintaining a Neutral rating.

The revised target was slightly below Circle’s premarket trading price of $92.81.

Other crypto-related equities also traded lower, including Coinbase, as investors awaited the Senate vote.

Broader US equity futures were modestly negative, with the S&P 500 down 0.1%, the Dow Jones declining 0.3% and the Nasdaq falling 0.1%.

Investors are also awaiting the Federal Reserve’s monetary policy decision on Wednesday, with markets expecting a 25-basis-point rate increase. Interest rates are relevant to Circle because changes in yields can affect the income generated by reserves backing its stablecoin operations.
