Powered by L.A. Care and Health Net, funding will support accessibility improvement projects that will enhance safety and access for people with disabilities experiencing homelessness in Los Angeles County
SACRAMENTO, Calif., Aug. 27, 2025 /PRNewswire/ -- Brilliant Corners, in collaboration with the Los Angeles County Department of Health Services Housing for Health Division, L.A. Care Health Plan, and Health Net, announced the launch of a new website for interim housing providers in Los Angeles County to apply for accessibility-related construction grants. The official website for the Interim Housing Accessibility Improvement Fund opens on August 27, 2025, at 12:00 p.m. PST, with applications accepted on a rolling, first-come, first-served basis through August 31, 2028, or until all funds are fully allocated. Eligible providers are strongly encouraged to submit their applications promptly once they have identified needed accessibility upgrades.
"Delivering housing solutions for people with disabilities has always been at the forefront of our mission," said William F. Pickel, CEO of Brilliant Corners. "Increasing accessibility at interim housing sites is a win-win for our community as a whole. We are helping our interim housing providers—a vital resource for our unsheltered neighbors—serve a population that has historically faced significant challenges in accessing appropriate housing options. And for our unsheltered neighbors with disabilities, this initiative opens opportunities to begin the path towards permanent housing and provides safety and care along the way."
The Interim Housing Accessibility Improvement Fund will provide grants of up to $100,000 to approximately 85 interim housing sites to support construction improvement projects that will enhance physical access and usability for people with disabilities experiencing homelessness. The program is funded by L.A. Care and Health Net's Housing and Homelessness Incentive Program (HHIP), a $5 million investment that seeks to expand the number of interim housing sites across L.A. County that can effectively meet the needs of this underserved population.
In the United States, more than 1 in 4 adults have some form of physical disability. This includes a wide range of conditions affecting mobility, cognition, hearing, vision, and more. According to the California Department of Housing & Community Development, people with disabilities are the most likely to experience homelessness, as they face significant barriers in securing suitable permanent and interim housing to meet their needs.
A Partnership Rooted in Equity and Accessibility
The Interim Housing Accessibility Improvement Fund represents a dynamic collaboration between Brilliant Corners, L.A. Care Health Plan, Health Net, and the Los Angeles County Department of Health Services Housing for Health Division. This joint initiative reflects a shared commitment to advancing equity by addressing the critical intersection of health, housing, and accessibility, particularly for communities that have historically been underserved.
"At Health Net, we believe that everyone deserves a fair shot at stability and dignity," said Dorothy Seleski, Medi-Cal President at Health Net. "The launch of this website is a critical step in ensuring that interim housing providers have the tools they need to create inclusive spaces for all. Together with L.A. Care, we're proud to invest in a future where accessibility is the standard, not the exception."
"Unfortunately, people with disabilities experiencing homelessness face far too many barriers finding housing equipped to meet their needs," said Martha Santana-Chin, CEO of L.A. Care. "Interim housing is a vital resource for our unhoused community members while they work toward securing a permanent home. This funding will allow providers to make critical accessibility improvements and provide an environment that ensures independence and safety for all."
"Our most vulnerable neighbors, those living with disabilities and experiencing homelessness, face invisible barriers that prevent them from finding safety, stability, and hope," said Leepi Shimkhada, Director of Housing for Health. "Through the Interim Housing Accessibility Improvement Fund, we are not just funding construction projects—we are supporting the belief that accessible housing is a matter of human dignity. This initiative is about seeing each individual, meeting their unique needs, and building a more equitable Los Angeles where everyone has the opportunity to heal, belong, and thrive."
