Zhibao Technology advances its Hyperchain partnership into operational deployment, gaining access to a municipal digital platform serving more than 5 million residents.
Zhibao Technology (NASDAQ:ZBAO) announced on September 16 that its wholly owned operating subsidiary, Sunshine Insurance Brokers (Shanghai) Co., Ltd., has entered into a platform agreement with Changzhou City Data Operation Co., Ltd.
The agreement moves Zhibao’s January 2026 collaboration with blockchain technology provider Hyperchain from a strategic framework into an operational implementation.
Under the initiative, Zhibao will integrate its proprietary Platform-as-a-Service (PaaS) insurance technology into My Changzhou, the city’s official civic services platform.
The integration will extend across the main mobile application, WeChat service account, and associated social media and lifestyle channels.
Hyperchain’s trusted data infrastructure will support the use of legally authorized healthcare information to develop specialized commercial health insurance products, improve underwriting processes and deliver targeted health management services.
Sunshine Insurance Brokers will manage application operations, product development and customer service, subject to applicable data security and personal information protection requirements.
The agreement represents a transition from partnership planning to an identifiable distribution arrangement, providing investors with a clearer view of how Zhibao intends to commercialize its healthcare data capabilities.
Access to an established municipal platform could expand the company’s potential customer reach without requiring it to develop an entirely separate consumer distribution network.
However, the platform’s population coverage does not represent confirmed insurance customers, policies sold or revenue generated.
The initiative also creates an opportunity to apply Zhibao’s existing embedded insurance model to healthcare services, potentially broadening its product offering within municipal digital infrastructure.
For investors assessing the company’s growth strategy, the distinction between distribution access and commercial performance remains important.
Zhibao has not disclosed the agreement’s financial terms, expected insurance premiums, revenue contribution or implementation timetable. Consequently, the announcement does not yet establish a measurable earnings impact.
The use of healthcare information also makes regulatory compliance an important operational consideration as the company implements its data-driven insurance services.
Investors will be looking for confirmation of when the My Changzhou integration becomes operational and which insurance products are introduced.
Subsequent disclosures on customer adoption, policy sales and revenue generation could help establish the commercial significance of the initiative.
Progress under the broader three-year Hyperchain agreement, including potential deployment across additional municipal platforms, will provide further evidence of whether Zhibao can extend this model beyond Changzhou.
