Meta Platforms (NASDAQ:META) has been directed by its Oversight Board to remove AI-generated deepfake content targeting women, as the independent body called for changes to the company’s approach to manipulated media.
In a statement released on 17 September 2026, the board addressed cases involving deepfake videos of a UK local politician that had been flagged for hate speech and an AI-generated video depicting a female campaigner.
The board also issued nine policy recommendations aimed at strengthening Meta’s response to harmful AI-generated content across its platforms.
It said the company’s existing safeguards had been “consistently inadequate” in addressing the growing volume of AI-generated material.
Board Recommends Automated Removal and Stronger Review Procedures
The Oversight Board called on Meta to introduce automated removal processes for deepfakes and improve the labelling of AI-generated content.
It also recommended prioritising human review of reports involving deepfake harassment, using AI-generated signals to help identify cases requiring attention.
For AI content considered high-risk, the board proposed restricting monetisation, reducing distribution through recommendation systems or removing the material from recommendations altogether.
It also called for escalating penalties against accounts that repeatedly violate the company’s policies.
Recommendations Address Privacy, Transparency and Election Interference
The board recommended expanding Meta’s policy on “unwanted manipulated imagery” to include deepfakes depicting private individuals.
It also urged the company to publish annual figures in its Transparency Centre showing how frequently AI-generated content labels are applied.
Another recommendation concerns Meta’s rules against voting and census interference. The board said these protections should apply globally rather than being restricted to the United States.
The recommendations seek to broaden Meta’s existing content moderation framework as AI tools make it easier to produce manipulated videos and images.
The board’s removal decisions and its wider policy recommendations are distinct: the recommendations call for changes to Meta’s rules and enforcement systems rather than establishing that all proposed measures have already been implemented.
