Committee Assignments Could Spark Conflict of Interest

On Monday, L3Harris Technologies announced plans to spin off its missile business into a separate public company. The separated company will focus on defense platforms and missiles like the Tomahawk, Standard Missile, PAC-3 and THAAD.

The U.S. is backing the separated company, with the Defense Department investing $1 billion via convertible preferred securities. The convertible securities will convert into common stock at the company's public IPO, which is expected in the second half of 2026. L3Harris will retain a controlling interest in the separated missile business after the IPO.

The investment by the Defense Department may have been worked out for months and could have been a known item from the Trump administration, Trump allies and members of various defense congressional committees.

All three members of Congress listed above serve on various defense departments, which could draw attention to this trade. Here are the various defense committees and subcommittees that the members of Congress serve on:

  • McCormick: House Armed Services Committee, Tactical Air and Land Forces Subcommittee, Cyber, Information Technologies and Innovation Subcommittee
  • Cisneros: House Armed Services Committee, Intelligence and Special Operations Subcommittee, Military Personnel Subcommittee
  • Mullin: Senate Armed Services Committee, Airland Subcommittee, Seapower Subcommittee, Emerging Threats and Capabilities Subcommittee

President Donald Trump's recent comments on raising the defense budget, along with the recent actions in Venezuela and proposed military actions elsewhere, could benefit the stock prices of defense companies. Members of Congress who own stock in defense companies may have a conflict of interest in profiting from defense spending and/or military action.
